Approximately 1500 years ago, there were a total of 37 different nation-states on Hathrador. The industrialization and technological advancement roughly corresponded to that of Earth's contemporary age. Nuclear power was the latest important scientific breakthrough. There was no nation with a fully-fledged space program. Climatological change, while existent, was not severe enough to form a major problem.
The nation-states themselves were highly varied in government and in quality of life, ranging from the theocratic oligarchy of Fasthalir to the secular, almost technocratic monarchy of Tyrelior. There was an uneasy peace between the nation-states, but this could change at the drop of a hat.

The initiative caught on after Viceroy greatly reduced the homelessness rate in the lead researcher's home town.

The successes led to the research team building more robots for Viceroy to use, which were soon named Erzachers. The Collective Caretakers of Hathrador (or CCH for short) are a star nation governed by a group of machine intelligences. It is populated by both the robotic Erzachers and their creators, the avian Ezerior. There are far more Erzachers due to their rapid rate of assembly. The CCH homeworld is the alpine moon Hathrador in the Avim system.

The Erzachers believe sapient life should be treasured and have vowed to protect it at all times. From outside threats, from each other, and from themselves. The Ezerior live in large supervised settlements called Sanctuaries, where their every need is tended to by Erzachers and they are free from the burdens of pain, danger and labor.

Political System

The central authority of the CCH is a collection of nine Oversight clusters. The Council of Nine is located in a classified location beneath Hathrador's surface, constantly "voting" on important issues at high speeds. To avoid bias, the Council has no Erzachers above the ground and consists solely of massive server rooms and a few maintenance robots.

When the Council has concluded a vote, the results are transmitted to other Oversight clusters, who then relay them to other relevant clusters.

Legal System

The Council of Nine not only creates and revises the laws of the CCH, but also serves as the judge for several types of courts. When there is a dispute between clusters, between Ezerior or between both, they may ask the Council to find the best solution.

The Erzacher side of the CCH's society is simple. The Council of Nine decides, and the other Erzachers listen. Nearly every decision of the Council can be traced back to the main goal of protecting organic life. For example, if an asteroid mining station is constructed, the resources can be used to build more Sanctuaries, or to build more Erzachers to serve the Sanctuary residents.
